As the number of cases in the province rises, Quebec will create a vaccine passport system.

Premier François Legault stated today that Quebec will launch a vaccine passport system in the coming weeks. Legault promised that further information on the system would be available soon. However, he stated that the growing number of cases in Quebec, as well as the possibility of more hospitalizations and deaths in the coming weeks, has necessitated the vaccine passport system.

According to him, the method will allow the province to avoid the broad closures that have characterized its pandemic response yet. "People who went to the trouble of getting their two dosages should be able to live a relatively normal life," Legault said. Vaccine passport systems are already in existence in France, Italy, and New York City.

As an alternative to a broad lockdown, Quebec Health Minister Christian Dubé stated earlier this week that persons who are not completely vaccinated may be barred from venues and activities with "high" or "moderate" risk, such as gyms, team sports, and theatres. Prime Minister Justin Trudeau, who joined Legault at a news conference in Montreal to announce federal assistance for Quebec daycare services, says he completely supports Quebec's move and is seeking to adopt vaccine passports in other interested provinces to promote international travel.

He claims that he and the clerk of the privacy council are investigating how federal government personnel and workers in federally controlled companies, like as airlines, can be obliged to be vaccinated. Legault claims that, while the government is on schedule to adequately vaccinate 75% of the eligible population by September, the highly contagious delta variant risks increasing hospitalizations.

Dubé stated in a tweet Thursday that persons who were not vaccinated or who only received their first dose within the last 14 days account for 62% of new COVID-19 infections.
