Officers responded to the area near Pickering Civic Complex where the Ribfest was being held at around 11 p.m. on Saturday.
It is unclear how many guns were fired but police say one suspect is described as a Black male wearing dark clothing.
One witness said as soon as he heard gunshots, he grabbed both his daughters and ran away. He called the experience “surreal” and said you would never expect it to happen.
Durham Regional Police said in a news release on Sunday that the shooting is not believed to be random.
Patrons were leaving the 11th annual Pickering Ribfest in the city on the eastern border of Toronto when the shooting occurred, according to Staff Sgt. Paul Cummins of the Durham police. The event attracts thousands, he added.
According to the Rotary Club of Pickering, which organized the event with the Rotary Club of Ajax, the shooting occurred outside its northwest entrance. The event has resumed on Sunday.
